Before water goes to Dry Turkey Creek, it comes from the local wastewater and first needs to be cleansed using the ultraviolet light. The Kansas Department of Health and Environment financed a loan worth $1,127 million for the new system being the third of its kind in the state. After so many years, the first increase of sewer rate just took place which is why the wastewater plant superintend assures that no increase would happen. Per 750 gallons of water now cost at 95 cents instead of the old price of 65 cents.

This project didn't need extra funding but improvements like this needed extra income which is why rates increased. In order to purify water by removing harmful bacteria and solids, the local wastewater treatment plant uses a sludge purifying system. No chemicals are used in a three step process wherein after it, about 1.8 million gallons of water is disposed into Dry Turkey Creek.

In order to improve the quality of water in streams, the plant supervisor said that the Environmental Protection Agency should impose tougher discharge standards for wastewater treatment plants. The water that flows from them is contaminated, according to him. In the past, they used chlorine as a purifying agent although it's a harmful chemical to work with. It is a lot safer to use ultraviolet light for cleansing before water is put into the stream. According to him, the system involves sets of ultraviolet lamps that are similar with long fluorescent bulbs. During high wastewater flows, 24 lamps will be used and in normal conditions, only 12 lamps will be used.

By adding lots of clean water in the stream, the quality of water will improve and the pathogens which make people sick will be eliminated as well. The country now owns a small ultraviolet light that will be used to treat water on the city's golf course and after which will be sold to pay for the new ultraviolet light. Because of the expensive prices of the ultraviolet treatment system, the state grants loan programs for the communities to be able to afford these according to the information officer of Kansas Department of Health and Environment. Two communities already have bought ultraviolet treatment systems using the state revolving loan fund.

The debtor is given 20 years to finish the loan at a rate of 3.03 percent interest. Microorganism's DNA chains will stop reproducing if these systems use a certain kind of wavelength of ultraviolet light. By doing so, it efficiently stops their growth plus it will kill them in the process.

With high quality comes with high prices for the ultraviolet disinfection requires fewer employees and is nontoxic but it is quite costly. Chlorine in general is harmful to the health of employees which is why this disinfection is a lot safer to deal with. The Environmental Protection Agency grant worth $200 million was the beginning balance for the loan program. With this money, the state invested by letting it generates interest to fund low cost loans for city wastewater treatment projects. The new ultraviolet system is big enough to contain future growth, according to the city commissioner. The amount of waste that the community is able to throw a day is around 1.6 to 1.8 million gallons as compared to the plant's capacity of carrying up to 3 million gallons.

They plan to purchase the new system which can be resized depending on the amount of the plant's discharge. As what the city commissioner has said, 13,000 people in the city see steady growth. To be able to adjust to future growth, it has plans to expand its sewer infrastructure. Rising of rates is not going to happen in the near future. According to him, increase should carry them into the future for they have analyzed their rate charges a year ago and increased them in small amounts to take new growth into consideration.
